Luís Mendes is the founder and CEO of Techbase, a Portuguese company specialising in cybersecurity, unified communications, cloud contact centres and enterprise networks. He also holds the position of CMO, positioning Techbase as a strategic partner for organisations that demand resilience, data sovereignty and sustained competitive advantage.

A Portuguese Army officer, he served as Adjutant to the Head of the Army’s Electronic Warfare Centre and as Communications and Information Systems Engineer Officer in the NATO theatre of operations in Kosovo. This background gives him a security-by-design perspective that sets his approach apart in cybersecurity and critical infrastructure.

He holds a Master’s degree in Military Electrotechnical Engineering from the Military Academy, a Postgraduate degree in Cybersecurity from ISEP, and the (ISC)² CC certification, along with Cisco CCNP and Cisco CCNA Security credentials. He also lectures as a Guest Lecturer at the Polytechnic Institute of Porto, on the Bachelor’s programme in Computer Network Security.

He leads Techbase with the conviction that technology only creates value when designed with purpose, security and strategic alignment, rejecting the commodity supplier paradigm and claiming the role of a long-term partner for organisations that operate with global ambition.
